The UK Humanitarian Innovation Hub (UKHIH) is pleased to launch a call for Expressions of Interest (EOI) for the second phase of our flagship Mortality Estimation Systems Innovation Partnership (SIP). This initiative aims to strengthen how the humanitarian sector generates and uses mortality evidence in crisis-affected settings.
As mortality estimation continues to face methodological, political, and coordination challenges, UKHIH is seeking committed partners to collaboratively address these barriers and unlock the potential of mortality data to improve humanitarian decision-making.
We invite applications from consortia with proven expertise in mortality estimation, humanitarian data systems, or related policy and coordination fields. Consortia must include at least one partner based in a low- or middle-income country (LMIC) and are strongly encouraged to include local leadership.
What are we looking for?
Phase 2 of the SIP will support up to two collaborative consortia to deliver a combination of the following work packages:
- Development of a sector-wide strategic framework
- Capacity strengthening for locally led mortality estimation
- Creation of a secure, accessible data repository
- Advancement of innovative methods and modelling approaches
- Curation of a methods compendium for fit-for-purpose estimation tools
Applicants may also propose additional workstreams where these clearly align with the SIP’s objectives.
Why does this matter?
Accurate and timely mortality evidence remains one of the most critical — yet underdeveloped — components of humanitarian response. From famine classification to funding allocation, credible mortality estimates can drive more ethical, transparent, and needs-based decision-making.
Through this SIP, UKHIH aims to foster a coordinated, principled, and inclusive approach to mortality estimation that is grounded in local realities and global collaboration.

- Deadline for clarification questions: 25 July 2025, 5pm UTC
- EOI submission deadline: 11 August 2025, 5pm UTC
- Anticipated awards: By 22 August 2025
Funding available
Up to £650,000 will be made available (subject to confirmation of final funding from FCDO). Overheads are capped at 10%. UKHIH expects to fund a maximum of two consortia, each delivering a combination of work packages.
